update to voice chat

i already said it on discord but for those that dont participate there i will just repeat again that the servers are switching voice codec from celt to steam. this is so linux players can speak again, as they lost the celt codec with the update back in february this year. torchlight got updated to work with steam voice api more or less now. that was the only obstacle really stopping us from switching over to steam instead of celt. now linux users can talk again and nosteam users get fucked over as usual. i hope nide and gfl will go along with this change to the voice extension as well so that linux ppl dont need to edit their files client side any more.
 
well theres still more work left to do on the torchlight/voice because it seems theres more issues than expected

for now linux players will need to self mute the torchlight. i am still trying to investigate this problem as it already was solved twice in the past before. however its rather oddly bizarre in nature. its a fix caused by something in the game that is applied on the client and not related to any plugin or extension (most likely). on windows there is no crashing problem related to torchlight as far as i am aware and as far as i can tell is that "fix" somewhere ingame applied to the client. just not by default on linux, however it can be enabled somehow. maybe its related partly to tickrate on the server, room type used for audio in the game, steam voice chat settings, something about snd_restart, the ingame voice options in the menu, random console commands etc etc.

it may as well be related to maps that modify the voice chat. its odd to explain but basically i managed several times to get my css client in a state where the audio crashing would stop and torchlight simply be working. this fix would then disappear on a game restart. i am essentially still trying to figure out what this fix actually is caused by. i associated it with vscript maps for some time like collective or diddle but reproducing the fix is not consistent for me yet. i can just see that given some circumstances the torchlight crashing stops for a css session as a whole. i am trying to find that state and then see if it can be forcefully applied on everybody or just linux players.
