Colour correction broken

Whenever colour correction is enabled on a map my screen is like this with the colours varying

I've reinstalled and verified files, not sure what else is causing it, doesn't happen on CS:GO either

he said it happens when its enabled, so obviously he has it set to 1, if he had it on 0 then it would be disabled and he wants to have it enabled it seems

maybe the reason is not in colour correction. so let him try this command

reinstall directx to latest one, then change ingame version via mat_dxlevel

It's probably related to more than just the command, but turning it off fixes the issue so it is somewhat related.
