Are you a Steam or no-Steam player? As far as I'm concerned, no-Steam players cannot use their microphones, they are muted by default. You need a Steam account with a purchased CSS.
I'm not sure about the chat, though. If you are a Steam user, you've probably been silenced (muted and gagged) in game by an admin. If you think the punishment is unjustified or you've already thought your mistake over, you may make an appeal here.

you can write/chat on this forum, but when you are playing on server you can't write/chat because you don't actually own the game.
